For matters concerning the services you need, you can contact your local TE Office or phone their national telephone service to agree on how to proceed. However, first check whether your question is already answered in the online E-services. The service is available 24/7.
By following the instructions of the TE Office and the health authorities, your unemployment security rights remain unaffected.

Register as an unemployed jobseeker no later than on your first day of unemployment. The easiest and fastest way to do this is to use the E-Services online.
You can also start your jobseeking process by calling your TE Office or the national telephone service.
If you have been laid off for production-related and financial reasons, you do not need to submit a lay-off certificate to the TE Office.
If you do not have access to electronic or telephone services, the TE Offices also provide forms as printouts. On the website of your TE Office (>Asioi meillä), you can find office-specific contact information and where forms are available.
Employees whose employment is being terminated will have access to TE Office's change security services already during the period of notice. These TE Office services include support for the job search process as well as coaching and training that support re-employment.
Employees laid off will be entitled to unemployment benefit until 31 December 2021 even if they are engaged in studies. On other matters regarding employees laid off, the normal regulation of the unemployment benefit legislation is valid as of January 1st 2021.

The TE Office may invite a jobseeker to a so-called periodic interview, but the interviews are primarily arranged by telephone or by other means as a remote service. Follow the instructions given by the TE Office.
Due to the strong increase in the number of laid-off and other unemployed people, the legislation has been amended for a fixed period from 1 May 2020 onwards so that the TE Office can deviate from the normal rhythm of interviews. When organising interviews, consideration will be given to matters such as your service needs and the resources of the TE Office. The legislative amendment is temporary and valid until 31.1.2021.

If labour market training cannot be carried out in the current situation and the provider of the training and the TE Office jointly agree to suspend labour market training, no measures or sanctions will be imposed on you.
However, it may still be possible to organise some labour market training by remote learning for example, and in this case training is regarded as continuing normally.

If it is an offer, the TE Office requests that you apply for the training. When you apply for the training, the TE Office is notified automatically. If you do not intend to apply for the training, the TE Office will send you a request for information and, based on this information, determine whether this will have consequences for your unemployment benefit in the form of a waiting period.

It is the employer's responsibility to find out what actions the legislation and collective agreement of the sector determine in exceptional situations and to follow the instructions issued by healthcare authorities.
